The Secretary of the Board shall be a whole-time paid officer and shall be appointed by the Government with the concurrence of the Board on such terms and conditions, as the Government may determine : Provided that the person acting as the Secretary of the Board immediately before the commencement of this Act shall continue to act as such till a Secretary under this section is appointed by the Government.
