(1) Subject to such rules as may after previous publication be made by 1 [the Government], the public shall have a right of access to any monument maintained by the Government under this Act. (2) In making any rule under sub-section (1) 1 [the Government] may provide that a breach of it shall be punishable with fine which may extend to 2 [fifty thousand rupees].
