The first Governing Body shall, within six months of its constitution or within such further period as may be specified by the Central Government, arrange to hold elections to the Governing Body in accordance with the provisions of the rules made under section 12 and take such further steps as may be necessary for its due constitution within the period specified as aforesaid.
