Delegation of powers.—The Commission may, by general or special order in writing, delegate to the Chairperson, any member, Secretary, Officer of the Commission or any other person subject to such conditions, if any, as may be specified in the order, such of its powers and functions under this Act, except the powers to adjudicate disputes under section 24 and the powers to make regulations under section 43 as it may deem necessary.
