Damaging the flow measuring device or any fitting.—No person shall wilfully damage or cause to be damaged, any water measuring device or any of the fittings of the device. The user shall be responsible to replace the damaged device forthwith at his own cost failing which penalty of rupees fifty thousand shall be imposed on such user.
