Constitution of ad-hoc committees.- Notwithstanding anything contained in this Act and until such time as the authorities mentioned in items (i), (iv), (v) and (vi) of section 10 are duly constituted, the Vice-Chancellor may, subject to the prior approval of the Chancellor, appoint committees temporarily to exercise, perform and discharge any of the powers, functions and duties of such authorities under this Act.
