No act of a Town and Country Development Authority or a Special Area Development Authority or any of its committee shall be invalid merely by reasons of- (a) any vacancy, in or defect in the constitution thereof; or (b) any defect in the appointment of a person acting as Chairman or member thereof; or (c) any irregularity in the procedure thereof not affecting the merits of the case.
