Power and duties of the Secretary.- (1) The Secretary shall, subject to control of the Chairman, be the Chief Executive Officer of the Board. (2) All the meeting of the Board shall be convened through the Secretary in the manner provided by the regulations. (3) The Secretary shall be responsible for ensuring that all moneys are expended for the purposes, for which they are granted or allotted. (4) The Secretary shall be responsible for keeping the minutes of all meetings of the Board.
