President at meetings.-(1) The Chairman or, in his absence, the Vice-Chairman shall preside at every meeting of the Board, and shall have a second or casting vote in all cases of equality of votes. (2) In the absence of both the Chairman and the Vice-Chairman, the members present at any meeting may elect one of the members to preside, who shall have a second or casting vote in all cases of equality of votes.
