Appeal against the order under sub-section (1) of section20.- Any person aggrieved by an order of the competent authority refusing to grant the permission referred to in sub-section (1) of section 20 may, within such time and manner as may be prescribed, prefer an appeal to the State Government and the decision of the State Government on such appeal shall be final.
