Cognizance of offence.- No court shall take cognizance of any offence punishable under this Act or any rule made thereunder save on a complaint made by the employee concerned or 1[by an officer not below the rank of Assistant Chief Inspector] appointed under this Act or by an Inspector having jurisdiction over the area in which the establishment is situated.
