Powers and functions of the Vice-Chancellor.- (1) The Vice- Chancellor shall be the principal academic and executive officer of the Cluster University. He shall, in the absence of the Chancellor preside over the convocation of the Cluster University and shall confer degrees on persons entitled to receive them. (2) The Vice-Chancellor, by virtue of his office, shall be the Chairperson of the Board of Management and the Academic Council and also the Chairperson of any other Authority or Body of the Cluster University of which he may be a member, but shall not be entitled to vote there except in case of a tie. (3) The Vice-Chancellor shall have the powers to convene or cause to be convened the meeting of the Board of Management, the Academic Council and the Finance Committee. (4) The Vice-Chancellor shall exercise the general control over all the affairs of the Cluster University, Officers, Teachers, employees and shall be responsible for the due maintenance of discipline. THE SARDAR VALLABHBHAI PATEL CLUSTER UNIVERSITY, MANDI, 15 HIMACHAL PRADESH (ESTABLISHMENT AND REGULATION) ACT, 2018 (5) The Vice-Chancellor shall ensure the faithful observance of the provisions of this Act, Statutes, Ordinances and Regulations and shall exercise all such powers as may be necessary in this behalf. (6) The Vice-Chancellor shall exercise such other powers and discharge such other duties, as may be assigned to him by this Act or the Statutes or delegated to him by the Board of Management or the Chancellor.
