Power to m~ke rules.-( 1) The Government may make rules1to carry out the purposes of this Act. (2) In particular andwithovt preivdice to the generality of the foregoing power svch rules may provide for all oranyof the following matters, namEtly:- (0) the form in which applications and plans vnder sub-section (1) of section 6 sholl be made and the information to be furnished in such applications; (b) principles according to which applications under sub-section (1) of section 6 shall normally be allowed or disallowed by the Collector; (c) the regvlation of the loying out of means of access to roads; (d) the fees to be charged for the grant and renewal of licences vnder section 11 and the conditions governing such licences; (e) the principles and conditions under whichapplicotions for permission or licence I)nder this Act may be granted or refused; (g) the form and manner in which the register referred to in sub-section (4) of section 6 sholl be maintained; the procedure to be followed iO~ hearing ,appeals under section
