Release of persons in detention in civil prison.- (1) On the ap- pointed day, every small farmer undergoing detention in a civil prison in execution of any decree for money passed by civil court in respect of his debt shall be released. (2) No small farmer shall in any case be liable to arrest or detention in a civil prison in execution of any such decree as is referred to in sub-section (1) for a period of one year from the appointed day.
