Penalty.- (1) Whoever contravenes or attempts to contravene or abets the contravention of the provisions of 2[sections 3, 4A, 4B or 5 shall be guilty of an offence punishable with rigorous imprisonment for a term which may extend to five years, or with fine which may extend to 3[twenty five thousand] rupees, or with both.
