Offences to be cognizable and non-bailable.- Notwithstanding anything contained in Code of Criminal Procedure, 1973 (2 of 1974) all offences under this Act shall be cognizable offences and shall be non- bailable: Provided that any person who has not attained the age of 18 years, when arrested shall be released on bail.
