Cognizance of offences.- (1) No court shall take cognizance of an offence punishable under this Act, except upon complaint in writing, made by the competent authority orany other officer authorized in this behalf by the competent authority, by general or special order or by a Police Officer not below the rank of Assistant-Sub-Inspector. (2) No Court subordinate to that of the Magistrate of 1st Class shall try any offence punishable under this Act.
