Vacancies etc. not to invalidate proceedings.- No Act or proceedings of the Council shall be invalid merely by reason of- (a) any vacancy therein, or any defect in the constitution thereof; or (b) any defect in the election or nomination of a person as a member thereof; or (c) any irregularity in its procedure not affecting merits of the case.
