Power to make regulations.- (1) The Council may, with the previous approval of the State Government and subject to rules made under section 53 of this Act, may by notification published in the Official Gazette, make regulations to carry out purposes of this Act, and withoutprejudice to the generality of forgoing powers, such regulations may, provide for all or any of the following matters, namely:- (a) the management of the property of the Council and the maintenance and audit of itsaccount; (b) the manner of election of members of the Council; (c) the powers and duties of the President and Vice-President; (d) the mode of appointment of committees, the summoning and holding of meetings andthe conduct of business of such committees; (e) the travelling and other allowances payable to the non-official members of the Council; (f) the manner to hear and decide appeals from the decision of the Registrar under clause (b) of sub-section (2) of section 18 of this Act; (g) the code of ethics for regulating the professional conduct under clause (c) of sub-section (2) of section 18 of this Act; (h) the qualifications, the conditions of service and pay scales of the Registrar and other officers and servants under sub- section (3) of section 32 of this Act; (i) the manner of revision of State Register under sub-section (1) of section 33 of this Act;and (j) the form of State Register under sub-section (2) of section 38 of this Act.
