Power of the State Government in relation to functions of Panchayat Samiti.- (1) Notwithstanding anything contained in the Act the State Government may, by general or special order, entrust to the Panchayat Samitis preparation of plan and implementation of schemes for economic development and social justice including those in relation to the matters listed in Schedule-II. (2) The state Government may, by general or special order, add to any of the function of the Panchayat Samiti or withdraw the functions and duties entrusted to such a Panchayat Samiti when the State Government undertakes 52 THE HIMACHAL PRADESH PANCHAYATI RAJ ACT, 1994 the execution of any of the functions entrusted to the Panchayat Samiti. The Panchayat Samiti shall not be responsible for such functions so long as the State Government does not re-entrust such functions to the Panchayat Samiti.
