Power to make rules for conduct of elections.- The State Government may, by notification in the Official Gazette and in consultation with the State Election Commission, make rules for the composition of Panchayats, conducting the election, issue of symbols and all matters relating to or in connection with elections to the Panchayats. Preparation of Development Plans.- (1) Every Panchayat shall prepare every year a development plan to perform functions specified in Schedule-I and Schedule-II and such other functions as may be specified by the State Government, in so far as the Panchayat funds allow to perform such functions within its respective area.
