Bar to prosecutions under the Act.- (1) No court shall take cognizance of any offence punishable under this Act except on a complaint made with the previous sanction of the Council. (2) A complaint under this section shall be lodged by the Registrar in the court of competent jurisdiction within the district in which the office of the Council is located.
