Proceedings at the meetings of the Council.- (1) The President of the Council, or in this absence the Vice-President, or in the absence of both a person elected by the Council from amongst themselves, shall preside at a meeting of the Council. (2) All questions at a meeting of the Council shall be decided by the votes of a majority of the members present any voting: Provided that, in case of equality of votes, the President, Vice-President or the person presiding, as the case may be, shall have a second or casting vote.
