Time and place of meeting of the Council.- The Council shall meet at such time and place and every meeting of the Council shall be summoned in such manner as may be provided by regulations: Provided that, until such regulations are made, it shall be lawful for the President to summon a meeting of the Council at such time and place as he may deem expedient by a letter addressed to each member.
