Disqualifications.- No person shall be eligible for election or appointment as a member of the Council,- (a) who is a minor or an undischarged insolvent; or (b) who has been adjudicated by a competent court to be of unsound mind ; or (c) who has been sentenced by a criminal court to imprisonment for an offence involving moral turpitude.
