Connection with water works and drains not to be made without permission.- Without the written permission of Commissioner, no person shall for any purpose whatsoever, at any time make or cause to be made any connection or communication with any drain referred to in section 186 or any water-works, constructed or maintained by, or vested in the Corporation.
