Driving vehicles without proper lights.- (1) Whoever drives or propels any vehicle not properly supplied with lights in any street during the period from half an hour after sun-set to half an hour before sun-rise, shall be punishable with a fine which shall not be less than twenty five rupees and more than two hundred rupees. (2) Whoever, in driving, leading or propelling vehicle along a street, fails without reasonable excuse - (a) to keep to the left, or 97 (b) when he is passing vehicle going in the same direction, to keep to right of that vehicle shall be liable to a fine which shall not be less than twenty five rupees and more than two hundred rupees.
