Failure to remove noxious matter.- Whoever, being the owner or occupier of any building or land, keeps knowingly or negligently or allows to be kept for more than twenty four hours, or otherwise than in some proper receptacle or pit any dirt, dung, bones, ashes, night soil or filth or any noxious or offensive matter in or upon such building or land or suffers any such receptacle or pit to be in a filthy or noxious state or neglects to employ proper means to cleanse and purify the same, shall be punishable with a fine which shall not be less than twenty five rupees and more than two hundred rupees. 1[160. and 161.**********]
