Making or altering drains without authority. -Whoever, without the permission of the municipality makes or causes to be made, or alters or causes to be altered, any drain leading into any of the sewer or drains vested in the municipality shall be punishable with a fine which shall not be less than twenty-five rupees and more than two hundred rupees.
