Power to require untenanted buildings becoming a nuisance to be secured or enclosed.- The municipality may, by notice, require the owner or part owner, or person claiming to be the owner or part-owner of any building or land which, by reason of abandonment or disputed ownership or other cause has remained untenanted and become a resort of idle and disorderly persons or otherwise a nuisance, to secure or enclose the same within a reasonable time fixed in the notice.
