Power to require owners of buildings to provide the storage reservoirs for rain water on their premises. - (1) Whenever it appears to the municipality or to the State Government to be desirable to require the owners of buildings or lands, situated within the limits of the whole or any part of a municipal area to make suitable provision for the storage and conservation of rain-water for use in flushing drains and for any purposes other than for the purposes of being used as drinking water, such municipality, if so required by the State Government, shall, and, in any other case, may, with the previous sanction of the State Government, by public notice , direct accordingly. (2) Every notice, given under sub-section (1) shall state - (a) the extent of the local area within the limits of which the owners of buildings and lands are to make suitable provision for the storage of rain-water ; (b) the manner in which the cubic capacity of the storage accommodation to be provided by such owners is to be fixed that is, whether the extent of such capacity is to be regulated by reference to the area of the land, the size of the building, the number of occupants, or the estimated rental value thereof or by any two or more of these methods; (c) the design, materials, situation and construction of the reservoirs or other storage accommodation to be provided ; (d) the mode of collecting, storing, preserving from pollution and in a pure state and using the rain water to be collected and stored ; and (e) the time within which the requirements of the notice are to be complied with.
