Certification of bulls as approved.- Where, on such inspection of a bull, the Livestock Officer is satisfied that the bull is of 1[an approved variety] as specified from time to time by the Government for the area and is capable of being used for breeding purposes and- (a) is not of defective or inferior conformation and is not likely to get defective or inferior progeny, or
