Power to make regulations.- (1) The Authority may, from time to time, with the prior approval of the State Government, make regulations consistent with this Act and the rules made thereunder. (2) If it appears to the State Government that it is necessary and desirable for carrying out the purposes of this Act to make any regulation under sub-section (1) or to amend any regulation made under that sub-section, it may call upon the Authority to make or amend such regulation within such time, as it may specify. (3) If the Authority fails to make or amend such regulation within the time specified, the State Government may, make such regulation or amend the regulation so made and the same shall be deemed to have been made or amended by the Authority under sub-section (1).
