Penalty for non-construction of buildings.- Subject to the provision of this Act and the rules made thereunder, the authority may impose penalty, not exceeding 5 percentum of the cost of the plot per year, on the allottee if he fails to construct the building on the plot within the specified period: THE HIMACHAL PRADESH HOUSING AND URBAN DEVELOPMENT AUTHORITY ACT, 2004 20 Provided that before passing any order under this section, the Authority shall provide reasonable opportunity of being heard.
