Appearance before the prescribed authority.- Any appearance, application or act before the prescribed authority may be made or done by the party in person or by a pleader duly appointed to act on his behalf: Provided that it shall be open to the prescribed authority to direct any party to appear in person whenever the prescribed authority considers it necessary.
