Court competent to try offences under this Act and cognizance of offences.- (1) No court other than the court of a Judicial Magistrate of the 1st Class shall take cognizance of or try an offence under this Act. (2) No court shall take cognizance of any offence under this Act except on a complaint in writing of an officer empowered by the Government in this behalf.
