Powers and functions of the Commissioner.- (1) Subject to the other provisions of this Act, the administration of all Hindu Public Religious Institutions and Charitable Endowments shall be under the general superintendence and control of the Commissioner and such superintendence and control shall include the power to pass orders which may be deemed necessary to ensure that such institutions and endowments are properly administered, and their income is duly appropriated for the purposes for which they were founded or exist. (2) Without prejudice to the generality of the foregoing provisions, the Commissioner shall exercise the powers conferred on him and perform functions entrusted to him by or under this Act and the rules framed thereunder. 3[(3) Subject to Section 20, the Commissioner may constitute a Managing Committee or the trustees for superintendence and control of the temple, if deems proper. (4) The recruitment, purchase of vehicle or new construction work in any temple, shall be subject to the prior approval of the Chief Commissioner (Temple). (5) The Commissioner shall exercise the financial powers upto fifty thousand rupees each Scheme, and the Scheme involving expenditure exceeding fifty thousand rupees, shall be approved by the Chief Commissioner (Temple) and such Scheme shall be forwarded by the Director, Department of Language and Culture, Himachal Pradesh to the Chief Commissioner (Temple).
