Disqualifications.—No person shall be eligible for appointment as a non official member, if he,— (a) is not a citizen of India; or (b) has not attained the age of 21 years; or (c) is of unsound mind and stands so declared by a competent authority; or (d) is convicted and sentenced to imprisonment for an offence which in the opinion of the Government, involves moral turpitude; or (e) has been dismissed from the service of the Government for misconduct and has been declared to be disqualified for employment in public service; or (f) is adjudged insolvent.
