Powers to the Financial Commissioner to examine legality or propriety of the orders passed by the Collector or Commissioner.- The Financial Commissioner may at any time, call for and examine the record of any order passed or proceedings taken by the Collector or the Commissioner under this Act, for the purpose of satisfying himself as to the legality or propriety of such order of such proceedings and may pass such order thereon as he may think fit.
