Sale of stamps.- (1) The State Government may from time to time make rules for regulating the sale of stamps to be used under this Act, the persons by whom alone such sale is to be conducted, and the duties and remuneration of such persons. (2) All such rules shall be published in the Official Gazette, and shall thereupon have the force of law. (3) Any person appointed to sell stamps who disobeys any rule made under this section, and any person not so appointed who sells or offers for sale any stamp, shall be punished with imprisonment for a term which may extend to six months, or with fine which may extend to five hundred rupees, or with both. Power to enhance, reduce, remit or refund fees.- The State Government may, by notification in the Official Gazette, enhance, reduce, remit or refund, all or any of the fees provided in this Act or specified in the First and Second Schedules appended to the Act; or otherwise amend the said Schedules and may in the like manner rescind or amend such notification.] 2[42A. Special provision regarding suits, appeals, revision etc. filed by or on behalf of the State Government before the Court.- Notwithstanding anything contained in any other provisions of this Act, where a suit, appeal, revision, review or other pleading or document is filed or presented by or on behalf of the State Government or its officers in their official capacity before any Court, no court-fee shall be chargeable in respect of such suit, appeal, revision, review or other pleading or document under the provisions of this Act.]
