Registrar's power to permit any Co-operative Bank to function as a 3[Agriculture and Rural Development Bank].- It shall be competent for the Registrar to permit any co-operative bank to function as a 4[Agriculture and Rural Development Bank] under such terms and conditions and for such period as he may deem fit.
