Guarantee by State Government of principal and interest on debentures issued under section 9.- The principal of, and interest on, the debentures issued under section 9 1[or bonds issued or loans raised under section 11-A, to such a maximum amount as may be fixed by the Government from time to time,] shall carry the guarantee of State Government subject to such conditions as it may deem fit to impose.
