Recovery of money awarded.-Every award given by the Registrar or the Registrar's nominee or the board of nominees under section 22, shall, if not carried out, on a certificate signed by the Registrar, be deemed to be a decree of a civil court and shall be executed in the same manner as a decree of such court.
