Power of State Government to make rules.- (1) The State Government may, after previous publication, make rules2 to carry out the purposes of this Act. (2) In particular, and without prejudice to the generality of the foregoing power, such rules may prescribe- 3[(a) the qualifications and experience of the structural Engineer under section 5;
