Welfare scheme for indigent and disabled advocates.- Notwithstanding anything contained in this Act, the Trustee Committee may also at its discretion give financial assistance from the Fund to organize welfare schemes for the indigent, disabled or other advocates 2[or their dependents], who may or may not be members of the Fund.
