Power to remove difficulty.-If any difficulty arises in giving effect to the provisions of this Act, the State Government may, by order to be published in the Official Gazette or otherwise, make such provisions, or give such directions, not inconsistent with this Act, as may appear to it to be necessary or expedient for the removal of such difficulty.
