Notwithstanding anything contained in this Act, the University shall not create any teaching and non-teaching posts or revise the pay scales of the teaching and non-teaching employees without obtaining the prior approval of the Government: Provided that the Government may delegate its powers under this section 1o the Vice-Chancellor or the Executive Council as and when the need arises for smooth functioning and growth of the University. 34, No suit or other legal proceedings shall lie against any officer or employee of the University for anything which is in good faith done or intended to be done in pursuance of any of the provisions of this Act, the Statutes or Ordinances.
