'The Executive Council shall exercise the following powers, namely :— Exccutive Council. (2) to hold, control and administer the revenue, property and funds of the University; (b) to create teaching and academic posts, to determine the number and emoluments of such posts and to define the duties and conditioiis of service of professors, readers, lecturers and other academic staff and Dean of institutions : Provided that the matters of creation of new posts involving additioral financial liability shall hold good if the represcntatives of the Government as given beiow— i.e Finance Secretary or in his absence, his representative; CR Technical Education Secretary or in his absenc, his representative; OR Technical Education Director or in his absence, his representative, is present at the time of taking such decision and has consented to such decision : Provided further that in case the Government representative from the Finance/ Technical Education Department is not present in two consecutive meetings even after the proper notice, then the HARYANA GOVT. GAZ. (EXTRA.), SEPT. 16, 2009 253 (BHDR. 25, 1931 SAKA) Executive Council may approve the proposal regarding creation of posts : Provided further that in respect of the numbers, qualifications and the emoluments of teachers and academic staff, the Executive Courcil shall take action after considering the recommendations of the Academic Council and the Finance Committee : Provided further that in respect of qualifications of teachers and academic staff, the Executive Council shall take action after considering the recommendations of Academic Council and also the regulations laid down by the University Grants Commission and other concerned statutory bodies; (¢} to appoint professors, readers, lecturers, other academic staff and Dean of institutions, on the recommendations of selection committees constituted for the purpose and to fill up temporary vacancies therein; (d) to create administrative, ministerial and other posts and to make appointments thereto, in the manner prescribed by the Statutes; (¢) te manage and regulate the finances, accounts, investments, property, business and all other administrative affairs of the University and for that purpose to appoint such agents, as it may think fit, * ® to invest any money belonging to the University including any unapplied income in such stocks, funds, shares or securities as it shall, from time to time think fit or in the purchases of immcvable property in India with the like powers of varying such investments from time to time; (g) to transfer or accept transfer of any movable and immovable property on behalf of the University; (h) to provide buildings, premises, furniture and apparatus and other means needed for carrying on the work of the University; {i) to select a common seal for the University; (i) to delegate any of its powers to the Vice-Chancellor, the Registrar or such other employce or authority of the University or to a committee appointed by it, as it may deem fit, (k) to enter into, vary, carry out, or cancel contracts on behalf of the University; 254 HARYANA GOVT.
