Any person appointed as Enquiry Officer under section 19 or specially empowered by the Authority in this behalf, shall have the right to enter, at all reasonable times with such assistance, as he may consider necessary, any place for the purpose of determining whether and, if so, in what manner, orders or directions given by the Authority under this Act are being complied with.
