(1) All permissions to use water other than the permissions granted under the Haryana Canal and Drainage Act, 1974 (29 of 1974), shall be granted by the Authority: Provided that the Administrative Secretary to Government, Haryana, Irrigation and Water Resources Department, shall grant permissions, under the provisions of this Act, after the notification under sub-section (1) of section 3 and till the Authority is constituted. (2) Any entity or person, who intends to use water shall apply to the Authority, in such form and in such manner, along with such fee, as may be prescribed, for permissions for construction and installation of any infrastructure or contraption etc., as the case may be.
